Relating to validating the disannexation or discontinuance of territory of all cities and towns of five thousand (5,000) inhabitants or less, heretofore disannexed or discontinued or attempted to be disannexed or discontinued and validating ordinances and other municipal or governmental proceedings relating thereto.
