Relating to making an emergency and supplemental appropriation out of the General Revenues of the State to be used by the Live Stock Sanitary Commission of Texas in the eradication and control of contagious, infectious and communicable diseases of live stock, and in the eradication and control of the fever carrying tick (Margaropus Annulatus).
