Relating to authorizing and empowering Building and Loan Associations, Savings and Loan Associations, Cooperative Banks, Homestead Associations, Insurance Companies and Savings Banks, or any Loan Company organized or incorporated under the laws of the State of Texas, to subscribe for, and invest their funds in the stock of the Federal Home Loan Bank, of which it may be eligible to become a member, in compliance with the provisions of the act of Congress known and cited as the "Federal Home Loan Bank Act."
