Relating to authorizing the Board of Directors of the Texas Agricultural and Mechanical College of Texas to purchase, acquire and construct permanent improvements, including dormitories, stadiums, and athletic fields, and for the improvement of such structures heretofore erected, providing for the equipping and furnishing of the same.
