Relating to amending a certain Article by permitting, empowering, and authorizing the Commissioners Court of certain counties to construct cattle guards, etc.; making it a penal offense for anyone to construct any cattle guard on such roads not in accordance with said approved plans and specification as prepared and approved by said Commissioners Court; providing a suitable penalty.
