Relating to validating the city charters, charter amendments, and ordinances and proceedings of city councils, including home rule cities, defining the boundaries of and annexing territory adjoining such city when such annexation has been authorized by a majority of the inhabitants qualified to vote for Members of the Legislature in such annexed territory.
