Relating to amending a previous Act, making an emergency appropriation for the support, maintenance, operation, and improvement of the Public Junior College which has been created and established since the biennial appropriation made by the 50th legislature in 1947; providing that said appropriation shall be governed by all the applicable provisions of the Act hereby amended; providing a savings clause.
