Relating to creating the County Court at Law No. 3 of Harris County, Texas; providing for the organization thereof and practice therein; prescribing the jurisdiction and terms thereof; defining the powers, rights and privileges of the judge thereof; providing for clerks therefor in civil and criminal matters and causes and prescribing their duties; providing for the appointment, election and compensation of the judge of the court and prescribing his qualifications.
