Relating to creating a Commission to coordinate higher education, granting it certain powers including powers relating to role, degree programs and educational series of State-supported colleges and University, and to suspend State Board of Education order authorizing election to form a community or public junior college under certain conditions; prohibiting the addition of further degree programs without approval of commission.
