Relating to authorizing the Board of Insurance Commissioners to make or approve and promulgate raring plans designed to encourage the prevention of accidents, to recognize the peculiar hazards of individual risks and to take account of interstate as well as intrastate experience, including premium discount plans or formulas which may be applicable on an optional basis and apply prospectively or retrospectively for Workmen's Compensation, Motor Vehicle and other lines of Casualty Insurance to be applicable separately for each class of insurance or in combination of two or more such classes; providing that this Act shall be cumulative of existing laws and repealing existing laws so far as same may be in conflict.
