Relating to defining certain words, terms, phrases, imposing a tax on the sale, use and consumption of cigars providing tax shall be evidenced by affixation of stamps purchased from Treasurer; providing penalty for possession of old stamps sixty (60) days from date of issue of new design of stamps; providing this Act shall control over existing laws or parts of laws in conflict with the said Act; providing of any part of this Act is held invalid or unconstitutional it shall not affect the remaining portions of the Act.
