Relating to making an appropriation of Thirty Million Dollars ($30,000,000) out of the General Revenue Fund for the biennium beginning September 1, 1947, to the State Highway Department of Texas for the purpose of opening, improving and maintaining Farm-To-Market roads, providing for the expenditure of said funds on Farm-To-Market roads.
