Relating to providing for the selection of a site for establishment of a hospital for insane people who have been or may be convicted of crime; authorizing and directing the State Board of Control to provide plans and specifications for such hospital and enter into contract for its construction; making an appropriation for the construction and operation thereof by and under the direction of the Board of Control; providing for appointment, qualification and compensation of employees; repealing conflicting laws.
