Relating to providing for the organization of the Militia and the Texas National Guard, to prescribe the duties of the Governor as commander-in-chief, and of other officers, and of the enlisted men thereof; to prescribe the rules and regulations for the government thereof; to prescribe penalties for such offenses and for violation of such rules and regulations and to provide for the trial and punishment of such offenders.
