Relating to relieving the crowded condition of the dockets of the Supreme Court by further regulating the mode in which and the conditions on which judgments of the Courts of Civil Appeals may be brought before the Supreme Court for revision, granting additional powers to the Chief Justice and the Associate Justices of the Supreme Court and of the Courts of Civil Appeals.
