Relating to providing for issuance of subpoenas in civil cases, by district or county clerks, and justices of the peace, for witnesses residing in the county of trial or within a radius of one hundred and fifty (150) miles of the place of trial, or who may be found within such areas at the time of trial; repealing conflicting laws and rules.
