Relating to granting authority and directing the superintendents of the various eleemosynary institutions where teachers are employed to use the full amount of the four dollars ($4.00) supplement to the per capita apportionment in 1944 from the Available School Fund of the state to supplement salaries of said teachers for the remaining months of the school year 1944-45 in these institutions, subject to the approval of the State Board of Control; repealing all laws and parts of laws in conflict.
