HJR 64, 49th R.S.
Proposing an Amendment to provide that the Legislature, at any biennial session, or at any called session, where the Governor by his proclamation shall state specifically that the Legislature is convened to propose Amendments to the Constitution, by a vote or two-thirds, to be entered by yeas and nays on the journal, may propose Amendments to the Constitution to be voted upon by the qualified electors for members of the Legislature.
