Relating to amending Article as as to enable the Board of Control to invite bids in printing, binding, stationery, and supplies of like character estimated to cost less than One Hundred Dollars ($100,00) without publishing the proposed letting, and prescribing the method by which the Board of Control notifies the successful bidder of the amount of the bond or certified check required.
