Relating to authorizing the allowance of traveling expenses not to exceed twenty-five dollars ($25) per month for each County Commissioner in counties having a population of not less than twenty-four thousand, nine hundred and twenty (24,920) and not more than twenty-five thousand, two hundred, according to the last preceding or any future Federal Census and having a tax valuation of not less than thirteen million dollars ($13,000,000) nor more than twenty million dollars ($20,000,000).
