Proposing an Amendment to Section 51d of Article III of the Constitution of Texas providing that the Legislature shall have power to provide under such limitations, restrictions, and regulations as may be deemed by the Legislature expedient,for financial assistance and other welfare services to and on behalf of needy children and for the payment of such assistance and services; providing that the Legislature shall have the authority to accept from the Government of the United States of America financial aid for assistance to needy children; making an appropriation.
