Relating to declaring the condition caused by electrolytic corrosion in the Town of Pecos City, Texas, and elsewhere in Reeves County, Texas, to be a public calamity; donating and granting the Town of Pecos City, Texas, for a period of twenty (20) years all of the State ad valorem taxes collected in Reeves County for general revenue purposes.
