Relating to authorizing every city situated in a county bordering the coast of the Gulf of Mexico and with a population of more than five thousand inhabitants to acquire by purchase or to take and appropriate such land and other property necessary to acquire, establish, build, own, maintain and operate municipal railroad terminals, docks, wharves, ferries and ferry landings.
