Relating to amending article 1121 and article 1179 of the revised civil statutes, 1911 relating to the creation of private corporations for the erection or repair of building so as to extend twelve miles beyond their limits instead of two miles as now provided and to not prohibit the lease, purchase, improvement, sale or subdivision of real property within twelve miles.
