Relating to authorizing the Governor to proceed to collect, and do whatever he can towards collecting, from the United State Government or any department thereof any amount payable or which the United States government is willing to pay or has provided to pay to the State of Texas to reimburse it in whole or part for expenditures said State has heretofore made to compensate owners of cotton and cotton land destruction of cotton in the prevention, control and eradication of the pink boll worm.
