Relating to certificates of public convenience and necessity for electric utilities providing retail electric utility service in certain municipalities in which municipally-owned electric utilities provide retail electric utility service; and providing that under such Section 55(d), the Commission shall not extend any electric utility's certificated area beyond the limits of the area certificated to such electric utility on June 17, 1983.
