Relating to conferring upon the Railroad Commission of Texas the power to make temporary freight and passenger rates, whenever an emergency arises the sufficiency of which shall be judged by said Commission, in order that justice may be done or injury prevented to any person, place or locality; and to suspend temporarily any existing freight or passenger rate and to establish temporarily any freight or passenger rate where none exists.
