Relating to abolishing the Eddy Independent School District, created under the general laws of the state, and to incorporate the Eddy Independent School District to be within certain boundaries at and surrounding the town of Eddy in McLennan County; investing said independent school district and the board of school trustees thereof with the rights, powers, privileges, and duties of a town or village incorporated for free school purposes only under the general laws.
