Relating to requiring the owner, agent or lessee of any land on which any stream is located which overflows its banks and floods the land of other persons under cultivation to keep the timber underbrush and drifts cleared out of the channels and off the shoals of such creek; creating a misdemeanor, prescribing a penalty, fixing damages and the venue of suits for the recovery thereof.
