Relating to aiding the county of Chambers in rebuilding roads and bridges destroyed by a flood and storm in said county on August 16, 1915 by granting to said County of Chambers the State ad valorem taxes collected on property and from persons in Chambers County for a period of ten years; providing a penalty.
