Relating to providing escheat to the State of Texas the properties of all railway companies that cease to operate their roads or abandon the same, and placing said property in the hands of the State Railway Commission; and empowering said Railway Commission to administer said railways; to operate the same or to lease the same, or if in their judgment the property will not pay, to then order the property to be sold; providing for the classification of all debts owing by said corporation, and providing for their payment.
