Relating to regulating the business of banking in this State when conducted by concerns operating under charters obtained in Texas prior to adoption of the Constitution of 1876, and placing them under the provisions of Chapter I to VI, inclusive, Title XIV, of Revised Civil Statutues of Texas, as amended; fixing penalties.
