Relating to vesting in the State of Texas for the benefit of the Texas State Railroad to the exclusion of all other governmental agencies of the State and the United States, title to all steel rail now upon the roadbed of the Texas State Railroad, and allotted to the State of Texas by the United States from the surplus war materials of the Federal Government at the end of the late war.
