Relating to amending certain statute so as to provide that the Governor shall, at the time of appointing a notary pubic, give to each a number; also providing that the Secretary of State shall keep a record of aid notaries, both numerically and alphabetically, and that the county clerk of each county shall also keep a similar record of notaries in his county.
