Relating to providing that it shall be unlawful for any person, firm or corporation to sell or to offer to sale, within the State of Texas, any goods, wares and/or merchandise manufactured out of the State of Texas, wholly or in part, by by convicts or prisoners in penal and/or reformatory institutions except convicts or prisoners on parole or probation, providing exemptions, providing penalties.
