Relating to prohibiting the taking, removing and carrying away of sand, marl, shell, gravel, or other material from land located between any seawall and waters edge or from any beach or shore line within one half mile of the end of any seawall for any purpose other than that necessary or incident to navigation or dredging under State or Federal authority; fixing a penalty for any violation of the provisions of this Act.
