Relating to amending a certain Article providing that all franchises granted by any Navigation District shall be granted by the affirmative vote of a majority of the commissioners of said district; empowering said districts to grant revocable licenses or permits for the use of limited portions of water front or facilities and to enter into leases of any of the unused lands or facilities of said district.
