Relating to amending a certain Article of the Revised Civil Statutes by providing that in the event of any association shall bring suit to set aside rulings of the Industrial Accident Board, and final judgment in such suit shall be in favor of the claimant in a sum equal to or in excess of the compensation awarded by the board, said claimant shall be paid an additional penalty.
