Relating to amending certain Acts by providing a change in the powers and duties of the State Board of Education regarding the letting of contracts for text books and setting a maximum amount per scholastic to be spent for textbooks providing that the Textbook Committee shall make recommendations and that all contracts of purchase of textbooks shall be approved by the State Board of Control.
