Relating to amending certain Acts by providing that the Commissioner shall not promulgate or put in force any order,rule, regulation, or rate without notice and hearing, and providing the procedure therefor, and providing for appeals from the action of the Commissioner to the District Courts of Travis County, Texas, and to the Appellate Courts, prescribing the method of trial and appeal.
