Relating to providing for the Highway Department to issue temporary license plates, for a period of thirty (30) days, to any person, firm, or corporation other than manufacturers and dealers, to drive any new vehicle from another State or Country after having purchased same from a dealer in this State or from a dealer in another State or Country, and to establish a fee.
