Relating to requiring all railroad companies or receivers of any railroad companies to equip cabooses or other cars used as cabooses with electric lights; providing a penalty; providing that if any section, sentance, or clause shall be declared invalid by the courts, that other sections or parts of this Act shall not be affected thereby.
