Relating to providing for leaves of absence without loss of pay, time, or efficiency rating of all officers and employees of the State of Texas who are members of the National Guard of Texas or of the National Guard Reserve of Texas or of the Organized Reserves of the United States Army or of the Naval Reserves of the Navy of the United States or of the Officers' Reserve Corps; repealing all laws or parts of laws in conflict.
