Relating to providing that in counties having a population of less than eighty thousand (80,000) one juvenile officer may be appointed by the Commissioners Court, when in its opinion such officer is needed, such officer to receive a compensation not to exceed Two Hundred Dollars ($200) per month and expenses not to exceed Two Hundred and Fifty Dollars ($250) per year.
