Relating to authorizing Commissioners Courts in counties having a population of not less than one hundred and ten thousand (110,000) nor more than two hundred and fifty thousand (250,000) inhabitants, according to the last preceding or any future Federal Census, and in which there is located a Court of Civil Appeals, to provide for, maintain and establish a County Law Library and repealing a previous Act.
