Relating to authorizing certain cities and towns to issue additional bonds payable from revenues of light and power systems to improve and extend such systems to issue additional bonds payable form such revenues for purpose of improving and extending such systems such additional bonds to constitute a lien upon said revenues in order of their issuance inferior to lien securing payment of bonds previously issued; providing a severability clause.
