Relating to validating and declaring to be negotiable instruments certain seawall bonds heretofore issued by counties and cities bordering on the coast of the Gulf of Mexico and all renewals and refundings thereof originally acquired from the issuers by the United States government and its agencies; providing that no securities shall be validated by this Act the validity of which is being directly attacked in pending litigation; prescribing a severability clause; enacting other provisions related to the subject.
