Relating to authorizing and empowering navigation districts heretofore or hereafter organized, containing a municipality of three hundred thousand (300,000) population or more by the last or any future Federal Census, to provide for and administer a retirement, disability, and death compensation fund for officers and employees of the district in an election held for the purpose; prpviding that unconstitutionality of any part of the Act shall not invalidate the remainder; making the Act cumulative with other laws on the subject.
