Relating to ratifying and validating ordinances and other acts and proceedings of the governing body and other officials of any city providing for the issuance of refunding bonds due serially and bearing interest at a rate or rates not to exceed three and one-half (3 1/2%) per cent interest for the purpose of refunding outstanding term refunding bonds bearing graduated rates of interest.
