Relating to amending certain statutes by establishing and constituting a Juvenile Board in certain counties to be composed of the county judge and district judges; designating a chairman and administrative officer therefor; providing that such Board shall be established and constituted in each county having therein two (2) district courts wherein one of said judicial districts includes two (2) counties; and in which such one-county judicial district there is located a city with a population of more than 24,000 according to the last preceding Federal Census.
